I have no qualms in telling people that Server Core has a GUI. After all, you can use the mouse, move the command prompt window around on the screen and then there are the few things that appear the same as normal Windows (notepad, Task Manager, date/time and international settings).
If you just can't handle the command prompt then you might want to try this:
